You can encourage your responsible, low-income citizens who qualify to get a concealed carry license by:
  1. reducing the cost of a license to zero, and/or
  2. fully subsidizing the cost if there's any other charge for a license, and/or
  3. subsidizing the cost of the gun lessons needed to qualify for a license

  4. letting your criminals know your city encourages your law-abiding citizens to defend themselves
  5. ensuring your citizens fully understand the big crime reductions which come from encouraging them to concealed carry. You want the support of your people - our niche.

What if an individual gets hurt as a result of the increase in gun ownership? Is anyone but the perpetrator responsible? NO! This question was decided in a 54-page decision comprehensively dismissing the fanciful lawsuit claiming anyone even remotely involved was liable for the 2012 Sandy Hook massacre. But in this interdependent world, everyone and everything is connected in some way to everything else...

What if an injury can be connected in some way to a city's sound advice for their citizens to be armed and able to defend themselves? Is the city liable? Cities give all sorts of sound advice on safety, personal security, and preventing assault with, for example, the Rape Aggression Defense course. But the city is not responsible for a perp's injuries from an unarmed victim. How can encouraging self-defense for the weak and elderly be any different to any other sound crime-prevention advice?

The Protection of Lawful Commerce in Arms Act (PLCAA) protects gun manufacturers and dealers for gun misuse injuries, but not for armed self-defense because those directly involved are not liable and have no need of its protection. Since those directly involved are not liable, those more remotely involved are therefore also not liable.

The American Civil Liberties Union challenged Kennesaw's direct encouragement in Federal Court and lost Open Page in a new Tab - yes, it is entirely legal. The Brady Campaign withdrew their lawsuit against the City of Nelson (see below) with a benign Settlement Agreement. Although anyone objecting was already exempt from complying, this simply added a very sensible clause emphasizing the total absence of penalty for all and any objectors.

In Printz v US, SCOTUS ruled that no duty can be imposed on the chief law enforcement officer ("the chief of police, the sheriff") to uphold any gun control measure. Other towns such as Nucla CO, Spring City UT, and Virgin UT have all encouraged their vulnerable citizens to be able to protect themselves and their families. Everything your community requires for a firearm is still required, they still need to be trained and meet your local requirements for a license.

4. With more guns, there are fewer defenseless citizens

In 1982, the City of Kennesaw in Georgia directly encouraged their responsible citizens to be able to defend themselves, their family and their property from violent criminals. Their unique - entirely optional to follow - ordinance immediately reduced violent crime in Kennesaw by 74 percent compared to the modest 10 percent drop statewide.

Kennesaw's violent crime rate is now consistently a fraction of both Georgia's rate as well as the US national rate. Their strikingly low gun violence has attracted both people and jobs, over 30,000 now call this city home. Said Cobb Chamber of Commerce President Bill Cooper:

"Companies have said they want to be located in conservative areas, "Kennesaw is home to more manufacturing businesses than any other Cobb city."

Your city loses when a wealthy investor goes elsewhere. You also lose when a wealthy citizen leaves, a city is as wealthy as its citizens. How worth-while is your investment to become much Tougher on Criminals? Which costs less: continuing your violent crime or encouraging your people to defend themselves, their family and their property either directly or indirectly? Which benefits your people more?

It's a mistake to think high violent crime costs you nothing - that's Bastiat's broken window fallacy - because
recovering from crime wastes time and energy rather than create new wealth Open Page in a new Tab. Compared to the National Average 80 violent crimes for a city your size, your 250 violent crimes, 170 extra, are costing you plenty. But what is the lost opportunity cost? How does each one cost you?

A city is as wealthy as its citizens. When an investor chooses somewhere else, your city loses. When someone leaves your city or loses money, you also lose.

So each crime reduces your city's wealth by at least the lowest amount that it costs the victim. Your 170 extra violent crimes cost your city at least $2,550,000 - over two and a half million dollars - last year.

Morton Grove's total gun ban received enormous media approval although their crime rate increased and their population decreased. In response, Kennesaw encouraged their responsible citizens to be armed to protect their families - and got universal condemnation.

How does media negativity about encouraging gun ownership affect a person or a company when relocating? You will want publicity - it's beneficial! What happened to Kennesaw's economic growth? Although stridently negative, the publicity immediately slashed their violent crime by 74% and skyrocketed their economy. Strong evidence that negative publicity is beneficial, it informed their criminals the city was unsafe for violent crime and shows both businesses and people choose very low crime when relocating.

6. Implementation Pitfalls to Avoid

  • They didn't remove the penalty for not following the ordinance, resulting in a serendipitous lawsuit by the Brady Campaign, which after much publicity was withdrawn with a benign Settlement Agreement and Release.
  • Their woefully inadequate attempts to inform their citizens about the benefits of being able to protect their families resulted in demonstrations in the streets and much negative publicity. 7. Public Support along with publicity ensures success

8. Direct encouragement with the discretionary ordinance

Some say that violent criminals who prey on peaceable citizens and rape women are just animals. Since communities can pass limited ordinances such as animal control, is there any reason not to pass UGO as an animal control ordinance to protect your citizens from animals with two legs as well as four?
  1. Which local politicians are willing to sponsor/support encouraging people to protect their families from violent criminals until the police answer their 911 call?
  2. What do your local Legal Experts recommend to get the UGO ordinance text enacted to protect your citizens? Can you pass it as an animal control ordinance?

  3. Who benefits the most from the reduced crime, lower policing costs and dollar savings? Those elected and accountable to their voters should be even more motivated than employees...
  4. Who will support or (even sponsor) its enactment? The Mayor? Local Councillors/Commissioners? The City Manager? Police Chief? Economic Development? Sheriff? Who is the leader?

  5. Which ones strongly support the Second Amendment? Will they support becoming much Tougher on Criminals?
  6. Would your local NRA and gun right groups volunteer to help to get UGO enacted?
When you have the necessary backing for an ordinance to decrease violent crime in your city, you'll want to hold a press conference to announce your new strategy and its many benefits. To improve economic development, the more publicity the better - no matter how negative. Publicity about gun ownership informs businesses looking to relocate that your city is becoming safer and more attractive.

9. Kennesaw's ordinance reduced crime for all their citizens

  1. In order to provide for the emergency management of the city, and further in order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household residing in the city limits is required to maintain a firearm, together with ammunition therefore.
  2. Exempt from the effect of this section are those heads of households who suffer a physical or mental disability which would prohibit them from using such a firearm. Further exempt from the effect of this section are those heads of households who are paupers or who conscientiously oppose maintaining firearms as a result of beliefs or religious doctrine, or persons convicted of a felony.
Sec. 34-22. Use of firearms.
No person shall fire a gun, pistol or other firearm in the city, except in the defense of person or property, and except peace officers or military forces of this state or the United States, in the discharge of official duties.
We recommend you remove the word "conscientiously" from the second paragraph. Isn't it up to the family to decide whether or not to have a gun in the house when they have young children?

10. Incorporate the City of Nelson Settlement Agreement

The City of Nelson, GA neglected to remove the penalty for not following their Family Protection Ordinance, their name for Universal Gun Ownership, and also failed to adequately inform their citizens about its extensive benefits, which caused demonstrations in the streets.

They were therefore sued by the Brady Campaign who, ironically, oppose the freedom to protect yourself guaranteed by the Second Amendment. The negotiated Settlement Agreement simply added the following very sensible clause to their ordinance to emphasize the complete lack of penalty for those objecting:

Section c.
Because the United States Constitution protects the rights of Americans to choose not to own or maintain a gun in their homes, subsections (a) and (b) [above, of the Family Protection Ordinance] are not enforceable and never shall be enforced and no disability, penalty or adverse consequence shall attach to any violation thereof.
Incorporating this clause into your text should diminish if not eliminate any opposition the Brady Campaign may have to your ordinance. The Settlement stipulates that both sides release and covenant not to sue each other for all and any claims they may have.
